No WPS officers to be charged after man found with skull fracture

Manitoba’s police watchdog — the Independent Investigation Unit of Manitoba (IIU) — says no officers will be charged after a man was found to have a skull fracture.
The IIU says it has determined the fracture likely happened before police arrived.
According to the agency, the IIU received a report from the Winnipeg Police Service (WPS) on May 12 about an incident that occurred at 11:55 p.m. on May 11.
The report indicated that officers responded to a report that a man had been beaten up by multiple people along Main Street.
When police arrived, they found a man with a laceration on his head, sleeping on the ground, and called for an ambulance. He was taken to a hospital. While there, the IIU says the man “became agitated and verbally aggressive with police and hospital staff and attempted to punch an officer in the face.” As a result, the was restrained.
Testing later determined he had a skull fracture.
Through its investigation, the IIU learned through video footage from City Hall that the man was seen falling backward and hit the back of his head on concrete. No one was near him when he fell, the IIU explains.
Due to this, the IIU says no charges will be laid.
