Manitoba’s Chief Medical Examiner calls for inquest into police-involved death

Manitoba’s Chief Medical Examiner is calling for an inquest into the death of 31-year-old Marlon Whincup.
Whincup was killed in December 2022, after the RCMP was called to Highway 16 for a report of a stabbing.
After Mounties arrived at the scene, they reportedly found Whincup acting erratically and wielding a machete.
While attempting to subdue him, an officer fired a gun and Whincup was hit in the neck and chest.
Mounties then tried to provide medical care before paramedics arrived and pronounced him dead.
The Chief Medical Examiner says the cause of death was the shot to the neck and confirmed the death to be a homicide. Due to this, an inquest has been called in accordance with The Fatality Inquiries Act.
In a statement, Dr. John K. Younes, says an inquest can be called under various conditions, which include reasonable grounds the deceased died by use of force by a peace officer while in the course of duty, or if the death happened in custody.
The inquest was also called for to determine the circumstances relating to Whincup’s death and to determine if anything could be changed if a similar situation were to arise in the future.
The Chief Judge of the Provincial Court of Manitoba is expected to release a date and time for the inquest at a later time.
