High-risk sex offender released from prison will live in Winnipeg

A convicted sex offender who is considered a high risk to re-offend was released from jail over the weekend – and is expected to live in Winnipeg.

Cecil Junior Houle, 46, who also goes by Chubby Houle and Junior Houle, has a history of violent sex offences.

The Manitoba Integrated High Rick Sex Offender Unit (MIHRSOU) says women in particular are at risk.

Houle was released from the Headingley Correctional Centre on Saturday.

“This information is provided to enable members of the public to take suitable measures to protect themselves,” Winnipeg police said in a statement. “Any form of vigilante activity or other unreasonable conduct directed at Houle will not be tolerated.”

Houle was convicted of manslaughter of his common-law wife and of sexual assault causing bodily harm of an 18-year-old woman in 2006. He received a sentence of 12 years.

He was convicted of carrying a concealed weapon and breach of probation in February 2021.

In December 2021, he was convicted for failing to comply with conditions of a probation order.

Police say he participated in some treatment while incarcerated but is still considered at high risk to re-offend.

Houle is subject to a lifetime weapons prohibition order and supervised probation until June 2023.
