2 men charged in stolen vehicle investigation in Winnipeg

Winnipeg police say two men have been charged with allegedly stealing a vehicle in November.

WPS says around 3:20 p.m. on Nov. 23, 2025, two men reportedly attended a parking lot along Philip Lee Drive near Revelston Avenue in an allegedly stolen 2014 Dodge Ram with Québec license plates and removed an Arizona license plate from a parked 2018 Ford F150.

“While still in the parking lot, a late model BMW, came face to face with the Dodge. For unknown reasons, the driver of the Dodge accelerated and rammed the BMW into the parked F150. Both occupants exited the Dodge, with one holding a firearm which he discharged towards the driver of the BMW. All involved parties fled on foot before police arrived. They are believed to be known to one another, and no injuries were reported resulting from this incident,” said WPS in a statement.

The firearm — a sawed-off .22 calibre rifle — was later recovered and seized as evidence, and both vehicles were also seized.

Following an investigation, police were able to identify two people who were believed to be involved. Both were already detained in the Milner Ridge Correctional Centre for unrelated matters, and have since been charged with additional offences.

WPS says 38-year-old Tristan Provinciano has been charged with assault with a weapon, possession of a weapon, possession of a firearm, dangerous operation of a conveyance, operation of a conveyance while prohibited, theft under $5,000, possession of property obtained by a crime under $5,000, and possession of property obtained by a crime over $5,000.

Additionally, 37-year-old Matthew Plumridge has been charged with possession of a firearm knowing its possession is unauthorized, possession of a firearm contrary to a prohibition order, theft under $5,000, possession of property obtained by a crime over $5,000, and failing to comply with a release order.
