IIU won’t charge Winnipeg police officer for tasering man who broke ribs

Manitoba’s police watchdog — The Independent Investigation Unit of Manitoba (IIU) — has concluded its investigation regarding a man’s injuries during an incident with the Winnipeg Police Service.

The IIU says on Aug. 17, 2023, Winnipeg police responded to a report of a domestic disturbance along Regent Avenue West.

When officers arrived, they spoke to a woman and learned “that her ex-boyfriend had a court order preventing him from being in contact or communication with her.”

Officers then attempted to speak to the man when he “suddenly fled, then turned and confronted officers.”

The officers reportedly used a taser, which caused the man to fall. He was unable to brace himself and hit the pavement.

Police called paramedics and they took the man to the Health Sciences Centre, where it was reported that he had a facial fracture and a broken rib.

The IIU says from their investigation, it was determined that the officers use of force was reasonable and lawful in the execution of their duties.

Due to this, no charges will be laid on the officers.

The man, however, remains before the court on charges relating to the incident.
