Two charged after series of mail thefts: Winnipeg police

Winnipeg police have charged two people in connection to a string of break-ins in the South Pembina area between October 2023 and February 2024.

WPS says during that time, several apartment complexes were broken into, and “a large quantity of mail containing financial securities and identity documents was stolen and later used to make fraudulent purchases.”

Police initially charged and investigators continued looking into the matter.

Investigators later learned that between October 2023 and January 2024, the person who was charged and another suspect, who was identified with help from the public, had broken into tenant mailboxes in an apartment complex on Dalhousie Drive over a dozen times.

The duo were later linked to a vehicle break-in in February, where a laptop and cash were stolen while the vehicle sat at a restaurant.

On Apr. 9, WPS executed a search warrant at a home in the Fort Richmond neighbourhood. During the search, officers found and seized two laptops, hundreds of stolen identity documents, and an air-powered rifle.

Since, 38-year-old Heather Alyson Smith of Winnipeg, has been charged with 16 counts of breaking and entering and theft-related offences.

Police have also charged 40-year-old Cheyne Keeper of Winnipeg with possession of a weapon, two counts of possession of a firearm contrary to a prohibition order, and two counts of possession of property obtained by a crime under $5,000.
