Police issue warning regarding release of convicted sex offender

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is issuing a warning to the public regarding the release of a convicted sex offender.
The MIHRSOU, which is a joint unit between the Winnipeg Police Service and the RCMP, says that 35-year-old Richard Kofie Asante is being released on Thursday and is expected to take up residence in Winnipeg.
Asante was convicted of sexual assault with a weapon and sexual assault by choking, suffocating, or strangling in June 2023.
He was initially released on July 9, 2025, on statutory release after serving a portion of his sentence, but that release was revoked on Dec. 2, 2025.
Asante has been described as 35-years-old, around 5’10” tall, weighing around 200 lbs, with black hair and brown eyes. He also has a tattoo of the word “Sante” on his right forearm, two playing cards, “king” and “Kofi” on his right wrist, a spartan and 3 stars “Gold Coast” on his right upper arm, and Dragonball Z and Teenage Mutant Ninja Turtle “Leonardo” on his right forearm.
While police believe that Asante is a high risk to reoffend against women, they note that the warning is to alert the public of his release, in order to take suitable measures to protect themselves; however, any form of vigilante activity or other unreasonable conduct directed towards him will not be tolerated.
