Police issue warning regarding release of convicted sex offender

Winnipeg police are warning the public about the release of a convicted sex offender.
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) says that 41-year-old William Lee Perswain was transferred to Winnipeg for his statutory release after serving a portion of his custodial sentence.
Police say that while Perswain has reportedly completed some sex offender programming, but police believe that he is still a high risk to re-offend in a sexual manner against both youth and adult women.
Police say that Perswain is 5’8″, 157 pounds, with brown hair and brown eyes. He also has a fair amount of tattoos, which are listed below.
- Back – cross, chains, animal skull with antlers, feathers
- Neck – cross
- Left Upper Arm – gargoyle hold head
- Chest – “Kim”
- Upper Torso – feather, skull with horns and mohawk, bird, clouds
- Left Leg – moon with a face in clouds, sun with angry face
- Right Arm – aboriginal in traditional headdress, landscape, brick wall, dream catcher, feather, bricks
- Right Hand – brick wall, fuck
- Left Arm – full sleeve with feather
- Left Hand – flames, love
- Body – Tomahawk (left ribs)
Police say this information is being provided to alert the public of Perswain’s release and that any form of vigilante activity or other unreasonable conduct toward Perswain will not be tolerated.
