Winnipeg police dismantle two drug trafficking organizations

Winnipeg police say they've dismantled two drug trafficking networks that were pedaling "chitta," a mixture of heroin and methamphetamine.

Winnipeg police say separate drug trafficking investigations have led to the dismantling of two drug trafficking organizations within the city.

WPS says the investigations dubbed “Project KHALLAS” took place between May 2024 and October 2024, and “Project BLACK DRAGON” took place between June 2025 and September 2025.

Winnipeg police say during Project KHALLAS, investigators were able to identify individuals in various roles within an organization.

One of those individuals was identified as 53-year-old Neelam Grewal, and it was believed that he was the head of the organization.

On Oct. 30, police executed multiple search warrants, including homes along Oakburn Place, Peter Sosiak Bay, Daylan Marshall Gate, and Lewin Lane.

During the searches, police were able to find and seize the following items:

  • Approximately 105 Grams of Heroin (Estimated Street Value: $58,000)
  • Approximately 22 Grams of Methamphetamine (Estimated Street Value: $1,100)
  • Multiple cellular phones
  • Vacuum sealer
  • Packaging materials
  • Canadian and US currency
  • Identity documents

Grewal and six others were taken into custody at the time.

He has since been charged with trafficking heroin, possession for the purpose of trafficking heroin and methamphetamine, possession of proceeds of crime over $5,000, laundering, and breach condition of his suspended sentence and release orders.

The others — 36-year-old Dalgeer Toor, 38-year-old Ranjodh Singh, 41-year-old Manpreet Pandger, 42-year-old Sandeep Singh, 45-year-old Sukhraj Singh, and 49-year-old Balwinder Gerwal — were reportedly initially released on undertakings, but have since been charged with various drug trafficking-related offences.

Police say Project BLACK DRAGON started as its own investigation, but was later linked to Project KHALLAS when investigators determined a new group of individuals had taken over the operation of the previously dismantled drug trafficking network.

Similar to KHALLAS, police learned that the drugs that were being trafficked were a mixutre of Heroin and Methamphetamine, otherwise known as Chitta.

Six people were identified, including 45-year-old Jagwinder Singh Brar, who is believed to have been the leader of the organization.

On Sept. 9, police executed search warrants at two homes — one along Saphire Place and the other along Drimes Place — as well as five vehicles.

During the searches, investigators were able to find and seize the following:

  • Over 800 Grams “Chitta” – Heroin/Methamphetamine mix (Estimated Street Value=$168,600)
  • Score sheets, cellular phones, packaging materials
  • (12 legally-owned firearms seized for public safety)

Five people were taken into custody at the time.

WPS say 19-year-old Prampreet Singh Brar, 33-year-old Sukhdeep Sigh Dhaliwal, 40-year-old Kulwinder Brar, 27-year-old Kuljit Singh Sidhu, and 27-year-old Jaspreet Singh, were all initially released on undertakings, but have since been charged with various drug trafficking-related offences.

Jagwinder Singh Brar was also charged with multiple trafficking-related and proceeds of crime offences.
