Winnipeg police issue warning over release of convicted violent sex offender

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) has issued a warning to the public regarding the release of a convicted sex offender.
MIHRSOU, which is a joint task force of the Winnipeg Police Service and RCMP, says 31-year-old Michael Curtis Thomas is being released from Stony Mountain Institution Tuesday, after serving his 61-month sentence (in addition to 696 days pre-sentence custody credit), and he will be living in Winnipeg.
Police say Thomas is considered a high risk to re-offend in a sexually violent manner against women.
In 2020, Thomas was charged with aggravated assault in connection with an incident that happened in early September of that year.
Thomas has been described as 168 cm tall and weighing around 75 kg. He has black hair, brown eyes, and several tattoos, which are listed below.

Police note that the information provided is to advise “the public to take suitable measures to protect themselves,” however, they note that vigilante activity or other unreasonable conduct towards Thomas will not be tolerated.
After he is released, Thomas will be subject to the following conditions until January 22, 2027:
- Not to consume, purchase or possess alcohol.
- Not to consume, purchase or possess drugs other than prescribed medication taken as prescribed.
- Follow a treatment plan/program to be arranged by his parole supervisor in the areas of emotions, sexual deviancy and substance abuse.
- Reside as directed by the Correctional Service of Canada.
- Not to communicate or associate with a person he knows or has reason to believe is involved in criminal activity or substance abuse.
- Not to have any direct or indirect contact with the victims.
- Immediately report all relationships and friendships with females and any changes to the status of the relationships and friendships to his parole supervisor.
As well as a lifetime weapons prohibition.
