High-risk sex offender released in Winnipeg

The Manitoba Integrated High Risk Sex Offender Unit issued a public alert on Friday about the release of a 48-year-old man from Stony Mountain Institution.
Lonnie Kelsey Smith, who has a history of sexual violence and multiple probation violations, served a sentence for charges related to impaired driving, as well as two counts of failing to comply with probation and one count of breaching a recognizance order in 2019.
Despite completing some rehabilitative programs while incarcerated, authorities have deemed him a significant risk to re-offend in a sexually violent manner, particularly against adult women. His criminal history includes multiple convictions for sexual assault, including incidents involving both strangers and acquaintances, as well as sexual assault with a weapon and aggravated assault.
Following his release, the offender will be subject to strict conditions, including a lifetime weapons ban and restrictions on the consumption of alcohol, non-prescription drugs, solvents, and inhalants. Police have also noted that his violent behavior was often aggravated by substance abuse.
Officials have issued this notice to inform the public and allow for appropriate safety precautions, but have cautioned against any vigilante actions or unlawful behavior directed toward the individual.
