Former Winnipeg teacher facing more charges of sexually exploiting minors

Winnipeg police say a 37-year-old former Winnipeg teacher is facing five new charges for allegedly sexually exploiting girls aged 12-17.

WPS says the Internet Child Exploitation Unit (ICE) has been able to find new evidence in their investigation into Matthew James Mousseau, who was charged late last year for sexually exploiting underage girls.

In December, he was charged with voyeurism, supplying liquor to a minor, possession and accessing of child pornography, indecent exposure to a minor, and luring a minor.

Three minors were students in a program that had Mousseau as their mentor, Winnipeg police are alleging, and the other minor knew him from outside of the school environment.

Mousseau had been taken into custody in November of 2024, and was charged by WPS for incidents which are believed to have happened between May 2019 and August 2020.

Police say on Feb. 12, 2025, under the new findings, Mousseau was charged with five new offences, which include:

  • Making, publishing or being in possession of any child pornography
  • Luring a person under 16 years of age by means of telecommunication
  • Two counts of sexual interference
  • Supplying liquor to a minor

Mousseau was charged while in custody at the Headingley Correctional Centre, where he remains. WPS is continuing to investigate.
