Winnipeg juvenile counsellor, 51, accused of sexually assaulting incarcerated minor

By The Canadian Press and News Staff

Winnipeg police allege a man sexually assaulted a girl who was incarcerated at a youth facility in Manitoba.

The Winnipeg Police Service says a juvenile counsellor formed a relationship with the girl, who was in custody, between 2022 and 2023.

Police allege the man provided her with “extra canteen items” and in exchange, he sexually assaulted her.

Troy David Wensel, 51, has been charged with sexual assault, sexual exploitation, and obtaining sexual services from a minor. He was released with conditions prohibiting access to anyone under 18, say Winnipeg police.

The WPS says survivors of sexual assault can speak to an investigator by calling 204-986-6245 or making a report online.

Resources include WPS Victim Services at 204-986-6350 and the Klinic Sexual Assault Crisis Line at 204-786-8631.
