Police issue public notice over release of high-risk sex offender

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) which is a joint unit of the Winnipeg Police Service and the RCMP, is warning the public of the release of a high-risk sex offender.

The MIHRSOU says 47-year-old James Sheldon Jasper was released from the Headingley Corrections Centre on Dec. 19.

Previously, Jasper was convicted of numerous sexual offences against children, and he is believed to be a high risk to re-offend.

Police say in 2003, Jasper was convicted of a sexual offence against a 10-year-old boy. Police say he invited the boy into his car, drove him to a secluded area, and sexually assaulted him.

He was convicted to 26 months in jail followed by a 10-year long-term supervision order, and was released in January 2006.

Police say he was later convicted of breaching the terms of his supervision in 2011, 2016, 2018, and 2021.

It is believed that Jasper will take up residence in Winnipeg, and he is subject to several conditions, which are as follows:

  • He is prohibited from attending a public park or public swimming area where persons under the age of 16 years are present or can reasonably be expected to be present, or a daycare centre, school ground, playground, or community centre;
  • He is prohibited from seeking, obtaining, or continuing any employment, whether or not the employment is remunerated, or becoming or being a volunteer in a capacity, that involves being in a position of trust or authority towards persons under the age of 16 years;
  • He is prohibited from having any contact with a person who is under the age of 16 years unless he does so under the supervision of a person whom the court considers appropriate; and
  • And he is prohibited from possessing weapons.

Police say the information being provided about Jasper is to warn the public. They note that no form of vigilante activity or any other conduct directed at Jasper will be tolerated.

Jasper is described as 5’8″, weighing roughly 210 lbs, and has black hair, brown eyes, and distinguishing marks on his neck and forehead.
