Charges laid in 2022 Elmwood homicide

CORRECTION: An earlier version of this article incorrectly identified William Markowski as both the victim and a suspect in the homicide.

Winnipeg police say a man has been charged in connection to a fatal assault that occurred on Halloween of 2022.

Homicide unit investigators say 33-year-old Justin Simeon Joseph Morris from Split Lake, Man., was taken into custody on Wednesday. He was charged with manslaughter.

He was the third suspect wanted in connection with the death of William “Billy” Markowski, 47.

Around 2:30 a.m. on Oct. 31, police responded to the 100 block of Johnson Avenue West after receiving reports of an injured man.

Officers located the man on the ground near a home and began emergency medical care. He was transported to hospital in critical condition, where he later died.

On Nov. 1, WPS identified the victim as Markowski, of Winnipeg.

Winnipeg police previously arrested two suspects: Toni Emma Ruddell, 23, and Christian Flett, 28.
