Out of caution, a controlled detonation of the substance occurred at a nearby outside location.
Police say a safety perimeter was established.
Nearby residents were expected to hear an explosion after 4 p.m. which police said would sound similar to fireworks.
“The disposal is being carried out in the safest manner possible in partnership with the University and our colleagues at the Winnipeg Fire Paramedic Service,” said Winnipeg police in a statement.
At 4:38 p.m. WPS tweeted “The substance has been successfully detonated, and the scene has been cleared.”
