Convicted sex offender released from jail, to live in Winnipeg

A convicted sex offender at risk to re-offend against women and girls was released from prison and is expected to reside in Winnipeg.

Curtis Leroy George, 31, was released from Milner Ridge Correctional Centre, Man., Tuesday.

He was serving a sentence for the offence of committing an indecent act involving a woman and her young daughter. Police say he followed and then exposed himself to the pair at a public bus stop on July 11, 2022.

He was convicted of this offence on Oct. 31, 2022, and received a total sentence of 318 days (includes pre-trial custody credit of 168 days) and two years of supervised probation.

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) describes George as an “untreated sexual offender” with a “lengthy criminal record.”

MIHRSOU says George has previous convictions for criminal harassment, sexual assault (five counts), sexual interference, indecent act, assault (six counts), uttering threats, and numerous breaches of recognizance and probation orders.


George is subject to three separate probation orders.

Conditions in force until May 4, 2023:

  • Refrain from contacting or communicating with the victim;
  • Not to attend at Portage Place, City Place, MTS Centre (currently known as the Canada Life Centre) or the skywalk that connects those buildings;
  • Not to attend within two city blocks of the victim’s home or place of worship; and
  • Participate in sexual offender counselling as directed and supervised by his Probation Officer.

Conditions in force until Jan. 6, 2024:

  • Refrain from contacting or communicating with the victim;
  • Not to attend within 10 metres of 345 Graham Avenue, Winnipeg, MB;
  • Not to attend Portage Place, City Place, Bell MTS Centre (currently known as the Canada Life Centre), or the skywalk that connects those buildings;
  • Not to attend on the property of the City Place parkade;
  • Not to own, possess, or carry any weapons; and
  • Attend, participate in, and complete all counselling as directed and supervised by his Probation Officer.

Conditions in force until Feb. 6, 2025:

  • Refrain from contacting or communicating, directly or indirectly, with any person under the age of 16 unless written approval of Probation Services is granted.
