Guard accused of giving alcohol to, sexually assaulting woman in Manitoba RCMP cell

LITTLE GRAND RAPIDS, Man. – RCMP say a civilian contractor working as a guard at a northern detachment has been charged with sexually assaulting a woman while she was behind bars.

Mounties say the 39-year-old woman reported the alleged assault Sunday morning.

She had been lodged overnight at the detachment in Little Grand Rapids, a fly-in community northeast of Winnipeg near the Ontario boundary.

RCMP says the guard is alleged to have entered the woman’s cell, offered her alcohol and inappropriately touched her several times.

Donald James Fraser, who is 54, was arrested Monday and is to appear in court on July 27.

Mounties say guards are only permitted to enter a detachment cell without an officer being present under exigent circumstances, and no officer was present when Fraser allegedly entered the woman’s cell.
