High-risk sex offender released, expected to live in Winnipeg

WINNIPEG –  The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is warning the public about a convicted sex offender who has recently been released from prison.

The unit, made up of WPS and RCMP officers, says Justin David Levasseur, 29, was released from the Stony Mountain Institution on Friday after having served a sentence for breaking and entering, sex assault, and overcoming resistance by attempting to choke, suffocate, or strangle charges.

He is considered high-risk to re-offend and is expected to live in Winnipeg. Police say women are most at risk should he re-offend.

Levasseur, who also goes by Jay, Norman, “J” and “J-Star”, is subject to a lifetime weapons ban and is on parole with multiple conditions until Nov. 23.
