High risk offender wanted on Canada-wide warrant

WINNIPEG (CityNews) – A Canada-wide warrant has been issued for a 41-year-old man whose whereabouts are currently not known.

Police say Quentin Allan Sumner, a convicted sex offender, was released from federal custody on Oct. 26, 2018, and was to report to an approved residence in Winnipeg.

He has not returned, and his location is unknown, and police say all females are at risk due to Sumner’s high likelihood to re-offend both sexually and violently.

He is described as 5’9″, 246 lbs with dark brown hair and brown eyes.

He has a number of tattoos, including the letters ‘INC’ & ‘Q’ on his middle finger.

Sumner also has ‘Quenton|Jr’ tattooed on his left forearm, ‘HUNILUV’ on his right hand, ‘Blaine’ on his right forearm and ‘Sumner’ on his upper back.

The 41-year-old was declared a Long-Term Offender in 2005 after being convicted of Sexual Assault, Choke to Overcome Resistance and sentenced to a five-year long-term supervision order.

Two years later, in 2007, he was convicted of Sexual Assault, Forcible Confinement, Choke to Overcome Resistance, and the judge extended the Long Term Supervision Order to 10 years.

Anyone with information about Sumner’s whereabouts is asked to call the Manitoba Integrated High-Risk Sex Offender Unit at (204)984-1888. After hours calls should be directed to the appropriate RCMP detachment or the Winnipeg Police Service at (204)986-6222 or Crime Stoppers at 786-8477 or toll-free at 1-800-222-8477.
